Exterior Modifications
The Ashmere Homeowners Association, pursuant to Article V of the Declaration of Covenants, Conditions and Restrictions, has appointed an Architectural Review Committee (ARC). ARC is empowered to review and approve all requests for modification to the exterior of a home or lot.
No exterior modification may be made to a lot or building without prior application and approval of ARC.
Owners wishing to make changes must submit a written application. The applicant may include additional materials such as site plans, drawings, photographs, sample materials and other supporting exhibits. The applicant may also request an opportunity to appear before the committee, with additional witnesses.

Owners shall be informed of the decision in writing.
All alterations to a lot or building must conform to local Building and Zoning Codes. The owner must obtain all required government permits before construction. Obtaining such a permit does not waive the need for ARC approval.
The following items represent a partial list of modifications requiring approval:
Decks
Dog Houses
Lot Line Fences
Hot Tubs or Spas
Major Landscape Changes (hedge, timber structures, etc.)
Patios
Play Equipment
Skylights
Storage Sheds
Please note that owners may install storm doors without prior approval that are full view (no panels) and painted white, black, or the color of the unit door or adjacent trim (see Resolution 01-01).
The following items are prohibited:
Exterior Antennas
Satellite Dishes (unless less than 18 inches diameter and not visible from the street)
Exterior Air Conditioners
Chain Link and Barbed Wire Fences
Permanent, free-standing Flagpoles
Security Bars
Solar Panels
Please refer to Resolution 95-5 for more information of the review process, appeals, and design guidelines.
ARC shall periodically survey the Community for compliance with design standards.
Violations may be reported to the Property Manager using the Contact Us form.
Pets
Pets are welcome at Ashmere. To ensure the safety, comfort and convenience of all Owners the Ashmere Homeowners Association has established the following guidelines:
Ordinary House Pets including dogs, cats, caged domesticated birds, hamsters, gerbils, ferrets and guinea pigs, aquarium fish, small snapping turtles and tortoises, domesticated rabbits, rats and mice, and other creatures normally maintained in terrarium or aquarium are permitted.
Unusual House Pets, those animals not generally maintained as pets including reptiles, felines (excluding domesticated cats), canines (excluding domesticated dogs), and other creatures not listed under Ordinary House Pets above are prohibited.
Pets must display, as appropriate, evidence of required registrations and inoculations.
Pets shall not be permitted upon the Common Areas unless they are carried, leashed or under voice control by the owner.
Pets may not be leashed to a stationary object in the Common Area and left unattended.
Pets are not allowed on the playground or pool area.
Pet Owners are responsible for the immediate removal and proper disposal of animal waste on all portions of the Common Areas.
Female dogs shall be confined in the home when in heat.
Pet owners are responsible for any property damage, injury or disturbances their met may cause or inflict.

Please attempt to resolve any pet-related issues personally with the pet owner. If personal attempts fail a written complaint may be filed with the Property Manager using the Contact Us form.
Vehicles and Parking
Each unit is assigned a single, numbered parking space close to the residence. Additional guest parking is available on a first-come, first-serve basis in the common area.
Only approved vehicles may be parked in the common area parking spaces. An approved vehicle is any licensed conventional passenger vehicle, motorcycle, van or truck not exceeding 18 ft. in length, 8 ft. in width, and 2 ½ tons gross weight. The vehicle must operate under its own power and display both a current/valid license plate and state inspection sticker.
Boats, trailers, motor homes and recreational vehicles are prohibited.
Residential vehicles parked overnight on Ashmere Community property must display a blue decal or hang tag. Each property owner will be provided 2 parking decals and 2 hang temporary/visitor tags.
Commercial vehicles owned or operated by residents and guests of Ashmere may be parked in their designated, numbered residential parking spaces. Only approved commercial vehicles bearing a blue commercial hang tag may remain parked in the community overnight.

Parking regulations are enforced by RoadRunner Wrecker Service Inc. Permits are required on Sunday through Thursday between 10:00 PM and 6:00 AM. Violators will be towed! Vehicles will also be towed under the following circumstances:
Vehicle not displaying a parking permit
Vehicle displaying an invalid parking permit (other than an Ashmere blue decal)
Vehicle parked in a posted Fire Lane
Vehicle parked in an unmarked space
Vehicle has an expired VA state inspection sticker
Vehicle has an expired registration (at least 15 days, and after issuance of a 10 day towing notice)
Towed vehicles will be stored at the RoadRunner lot, 2640 Hanco Center Dr., Woodbridge, VA 22191. You may contact RoadRunner at 703-450-7555.
All towing costs and expenses are the sole responsibility of the vehicle’s registered owner(s). Violators will be charged $125.00 per vehicle for Impoundment and the first 24 hours of storage. An additional $50.00 per day will be assessed thereafter for storage. A $35.00 fee will be charged for an After Hours Release (outside normal business hours). Hours of operation are 8:00 AM - 5:00 PM Monday through Friday (except holidays). No exceptions will be made by the towing company, and the Ashmere Homeowners Association will not pay or waive any charges.

Trash Disposal
To maintain the appearance of the community and health of its residents the Board has adopted the following rules for the use and storage of trash containers:
Each residence has been provided a 65 gallon hard sided and lidded trash container by the waste management company, as well as a recyclable bin.
Trash containers may be identified by serial number (a nine digit value appearing on the side of the can). All violations of policies will be sent to the household assigned that trash container based on that serial number. The attached document lists all the serial numbers assigned by street address. Please confirm that you have the correct trash container. Check with your neighbors if the serial number on your trash container does not match, they may have gotten mixed up. If you have any concerns please contact Cardinal Management.
Trash must be stored inside the container at all times. Loose trash attracts animals and rodents.
Trash and recyclable containers may be left at the corner/curb after 6PM on Monday and Thursday, the evening before the regularly scheduled pickup.
Trash and recyclable containers must be retrieved from the corner/curb by 10PM on Tuesday and Friday, the scheduled pickup day.
Trash cans must be stored out of sight, not visible from the sidewalk in front of your home. Store your trash can around back, inside your fenced yard, or within/behind an approved enclosure. Remember to submit an Application for Exterior Modification prior to installing an enclosure or otherwise changing the landscape. Contact Cardinal Management if you have any questions.
Failure to properly store a trash container will result in a $50 violation charge in accordance with the association due process resolution and/or incur a charge of $10 per day if the container is left out continually.
